For the discharge outlets of workshops or production facilities, total lead, total arsenic, total mercury, and total cadmium must be permitted in both the total amount and the permitted concentration, while other types of heavy metals are only permitted in concentration. Permissible emissions include annual permissible emissions per unit of pollutant discharge, annual permissible emissions from major discharge outlets, and permissible emissions during special periods. Among them, the effective period of annual permitted emissions shall be counted from the time of issuance of the permit, rolling 12 months.
