The Ministry of Finance and the Ministry of Education issued a document on the 27th, announcing that the 'Administrative Measures for Fundamental Scientific Research Expenses for Central Universities' will be officially implemented on November 1, aiming to strengthen the autonomy of central universities. Carry out stable support for scientific research, improve the ability of central universities to serve the country's development strategy, independent innovation and high-level talent training, and improve the efficiency of fund use. The management method is clear. The basic scientific research business expenses of the central universities are used to support the independent research work of the central universities. The directions for use include: focusing on supporting young teachers under 40 to improve their basic scientific research capabilities; supporting outstanding students in schools to improve their scientific research and innovation capabilities; supporting outstanding innovations Team building; carry out multi-disciplinary and interdisciplinary basic, supportive and strategic research; strengthen the basic work of science and technology.   The two departments emphasized in the measures that in the future, central universities will provide stable support for cultivating outstanding scientific research talents and teams, conducting forward-looking independent scientific research, and improving innovation capabilities, and will increase support in a timely manner based on performance and central financial resources. Central universities can make overall plans according to their own basic scientific research needs, independently select topics, independently establish projects, and prepare budgets and use funds in accordance with regulations.  Management measures also have many provisions on improving the efficiency of fund use, emphasizing that all links of fund arrangements must be open and fair, and the basic scientific research business fees are included in the central university's financial unified management, and special funds are used for special purposes. The administrative measures also stipulate that the basic scientific research business expenses shall not be used for the salaries, bonuses, subsidies and welfare expenditures of personnel with wage income; shall not purchase large-scale equipment and equipment of more than 400,000 yuan; shall not share the school’s public management and operating expenses; and shall not be used for other purposes. The matching funds of the project; shall not be used for loan repayment, payment of fines, donations, sponsorship, investment, etc.; nor shall it be used for other expenditures that are not allowed to be included in accordance with national regulations.   In addition, the payment of funds for basic scientific research operations is subject to the centralized state treasury payment system. Incurred meeting expenses, travel expenses, small amount of material expenses, testing and laboratory processing expenses, etc., shall be settled by the 'business card' in accordance with the regulations. Expenditures such as labor service fees and expert consultation fees should in principle be settled by bank transfer, and cash payments should be strictly controlled.
