Each region can determine specific standards within this range according to actual conditions. Among them, Beijing's charging standard is the highest in the country, and the environmental protection tax standard in Tianjin, Hebei, Sichuan and other provinces and cities is 3-5 times the lowest standard; Ningxia, Gansu, Jiangxi, Jilin and other regions with relatively strong environmental carrying capacity shift the original sewage charge Standards; Shanxi, Hubei, Fujian, Yunnan and other provinces appropriately raise the standards. The taxable objects of environmental protection tax are divided into four categories of pollutant discharge taxpayers, including air pollutants, water pollutants, solid waste and noise. One is that those who do not directly discharge taxable pollutants into the environment (such as wastewater discharged into the municipal pipeline network by catering enterprises) do not need to pay environmental protection tax. In recent years, Beijing's investment in air pollution control and water resources protection is far greater than the income from sewage charges.
