Analysis of Burning Test Requirements for Carpet and Mat Surfaces (16 CFR 1630)

16 CFR 1630 Standard Test for Burning of Carpet and Mat Surfaces, which provides a test method for determining the flammability of carpet and mat surfaces under conditions of a specified small ignition source. 1. Definition and scope 16 CFR 1630 applies to carpets used in homes, offices, or hotels, not adhered by mechanical means (such as nails, etc.), with a unidirectional dimension greater than 1.83 m, and a surface area greater than 2.23 m2. 16 CFR 1631 applies to carpets used in homes, offices or hotels, not adhered by mechanical means (such as nails, etc.), with a one-way dimension of not more than 1.83 m and a surface area of ​​not more than 2.23 m2. 2. Combustion performance requirements These two standards specify that a single sample meets the requirements if the size of the holes in the charred portion of the sample is within 2.54 cm (1.0 in). A carpet is considered acceptable if at least 7 of the 8 given samples meet the standard requirements. The standard also specifies a sample size of 22.86×22.86 cm2 (9×9 in.2), 8 specimens shall be subjected to the combustion performance test after humidity conditioning. The test report must be given to the retailer or distributor. There shall be a test report for each carpet up to 22,860 m in length, and an additional report for each additional 45,720 m in length. If the carpet is flame retardant treated, or contains flame retardant treated fibers, it should be marked on the carpet“T”. For 16 CFR 1631 small and medium rugs that do not meet the flammability requirements, the following information must be permanently marked on the product before it can be sold: FLAMMABLE (FAILS U.S. DEPARTMENT OF COMMERCE STANDARD FF 2-70): SHOULD NOT BE USED NEAR SOURCES OF IGNITION.3. Recall of Nonconforming Product: The CPSC requires the recall of products that do not comply with the Flammable Fabrics Act (FFA).
