'Specifications for Calibration of Paint Film Scratchers' for comments

On June 15, 2021, the National Geometry Engineering Parameter Metrology Technical Committee released the draft of the 'Calibration Specification for Paint Film Cutter' for comments, and is now seeking comments from members and relevant experts. The paint film scratcher is an appliance used to measure the adhesion of paints and paints on the sprayed surface. The tool cuts the coating film layer in a right-angle grid pattern and penetrates to the substrate, and evaluates the degree of adhesion of the coating film to the substrate by evaluating the integrity of the coating film within the grid. The cross-cut test of the paint film is widely used in the quality control test of the paint film of automobiles, home appliances, electronic products, and aluminum alloy materials. The cross-cut test requires the use of qualified cutting tools. However, there is currently no corresponding national metrological technical specification for the calibration of the paint film cross-cutting device, only the national standard GB/T 9286-1998 'Cross-cut test of paint and varnish paint film' and ISO 2409:2020 (E) 'Color The Paints and varnishes-Cross-cut test specifies some requirements for the shape and edge spacing of single- and multi-blade cutting knives in the cross-cut test, with no specific calibration method. Various domestic technical institutions have no measurement basis for the calibration of paint film scratchers, and there is no scientific, reasonable and easy-to-operate calibration method, and users urgently demand traceability. In recent years, the number of paint film cross-checkers submitted for inspection in various provinces and cities has increased significantly. In order to meet the customer's traceability requirements, some provincial and municipal metrology technical institutions have formulated corresponding local calibration specifications, but these local calibration standards are used to cross the paint film. The measurement characteristics and calibration methods proposed by the instrument are different. Therefore, it is of great significance to formulate the national calibration standards for paint film scratchers, to unify the calibration method of paint film scratchers nationwide, to meet the requirements of traceability of its value, and to ensure the accuracy and reliability of measurement data. JJF 1071-2010 'Rules for Compilation of National Metrology Calibration Specifications', JJF 1001-2011 'General Metrology Terms and Definitions', and JJF 1059.1-2012 'Measurement Uncertainty Evaluation and Representation' together constitute the basic series of specifications supporting the formulation of this calibration specification . The main reference standards of this specification are GB/T 9286-1998 'Cross-cut test of paints and varnishes' and ISO 2409:2020(E) 'Paints and varnishes-Cross-cut test' test). According to JJF 1071-2010 'Rules for the Compilation of National Metrology Calibration Specifications', the contents of this specification include scope, reference documents, terminology, overview, measurement characteristics, calibration conditions, calibration items and calibration methods, expression of calibration results, recalibration time interval and appendices, etc. content. This specification is formulated for the first time. This specification applies to the calibration of paint film scratchers for cross-cut testing of coatings.

Water Resistance Testing Standards and Methods
Textile water resistance testing evaluates fabrics through three primary methods: hydrostatic pressure (measuring water penetration resistance), spray rating (assessing surface water repellency), and water repellency tests (quantifying water absorption). Hydrostatic pressure testing is critical for high-performance applications like outdoor apparel and diving gear, while spray rating evaluates surface staining for rainwear. Water repellency tests, such as the Bundesmann method, determine overall
